Independent Operators

All NPLB-affiliated locations and operators are independently owned and operated.

Each operator is solely responsible for:

  • their operations

  • compliance with local, state, and federal regulations

  • staffing and service delivery

  • facility management

No Direct Control

NPLB does not directly own, manage, or control the day-to-day operations of independently operated locations.

NPLB is not responsible for:

  • actions, omissions, or conduct of independent operators

  • outcomes related to services provided at individual locations

  • operational or compliance decisions made at the local level

Role of NPLB

NPLB provides:

  • system framework and model structure

  • general guidance and alignment standards

  • support for development and coordination

Responsibility of Operators

Operators are responsible for ensuring their programs meet all applicable:

  • legal requirements

  • licensing standards (if applicable)

  • operational regulation
